I beg to acknowledge the receipt of a communication from your predecessor Mr Frater in which he stated that he had received a despatch from His Excellency the Officer Administering the Government of Hongkong reporting the unwarrantable detention of a person by Chinese soldiers on board the passenger steam launch "Tchin Ling," within the waters of the British Colony of Hongkong, his conveyance to Chinese Howloon, forcible landing there, and enclosing for my information the depositions of Au Fea and ... before the Police Magistrate ("Captain of Police") and Song-far before the Harbour Master.
